Jonah Mae M. Sampang assists in energy regulation and energy litigation matters.
She graduated cum laude from the University of Santo Tomas with a Bachelor of Science in Psychology in 2016, and earned her Juris Doctor degree from the Ateneo de Manila University in 2022.
During her stay at Ateneo, she served as External Vice President of the Ateneo Center for International Economic Law and was Subject Head for Commercial Law in the Ateneo Central Bar Operations. She also received the Second Best Thesis Award for her scholarly work in corporation law, entitled “Risen from the Dead: A Discussion on the Nature, Scope and Effect of the Revival Clause as Introduced by Section 11 of the Revised Corporation Code”.
Prior to joining Puno & Puno Law Offices, Ms. Sampang worked as Attorney IV at the Energy Regulatory Commission (ERC), under the Office of the Chairperson and Chief Executive Officer. At the ERC, she reviewed and evaluated a wide range of applications, including Power Supply Agreements (PSAs), Point-to-Point Limited Transmission Facilities (P2P), Ancillary Services Procurement Agreements (ASPAs), and Capital Expenditures (CAPEX).
She was involved in the review of regulatory rate reset applications, notably the Fourth Regulatory Rate Reset of the National Grid Corporation of the Philippines (NGCP) and the Fifth Regulatory Rate Reset of Distribution Utilities across various entrant groups.
She further contributed to the review and refinement of significant ERC issuances, including rules on procurement of Power Supply Agreements, Certificates of Compliance for generation facilities, the Omnibus Rules Customer Choice Programs, and the Guidelines on the Collection and Disbursement of the Green Energy Auction Allowance.
